Home Attendant Program

New York Foundation for Senior Citizens Home Attendant Services (“NYFSCHAS”), established in 1981 and licensed by the New York State Department of Health, is a not-for-profit, non-sectarian organization that provides Home Health Aides, Personal Care Aides, housekeeping and nursing supervision services for New Yorkers who are eligible for Medicaid, EISEP or Medicare/Medicaid. The demand for these services continues to grow with the program serving more than 1,300 home care clients annually.

Under the supervision and training of professional social work and RN administrators, the agency provides services that include health-related personal care, housekeeping, shopping, cooking and medication monitoring and reminders as well as accompanying clients to medical appointments. Registered nurses and licensed practical nurses visit clients at home to assess their needs and supervise and train the home care workers.

Among the many benefits of those who choose NYFSCHAS’s home care services are: recipients feel more “at home” with a staff that speaks their native language including English, Spanish, Chinese, Creole, Russian and Polish; replacement home attendants are normally available within two hours of receiving a call; phone calls from clients and home care workers are promptly answered by staff members Mondays through Fridays between 9:00 a.m. and 5:00 p.m.; live answering and follow-up service during non-working hours ensures 24-hour coverage, seven days per week, including weekends and holidays.

NYFSCHAS also administers a Consumer Directed Personal Assistance Program (“CDPAP”) as an alternative to traditional home care for “consumers” who directly recruit, employ, train and supervise their own Personal Assistants. NYFSCHAS’s role and responsibility is to issue paychecks to Personal Assistants who are directly employed by individuals to provide care in their homes. While NYFSCHAS does not employ personal assistants, it plays an important role by serving as a conduit for the Medicaid funds allowed to compensate them through its contract with managed care organizations and the New York City Human Resources Administration.
